C. Approval to accept two grants awarded to the Prescott Police Department by the Governor’s Office of Highways safety in the total amount of $48,015.00 for enforcement programs and to purchase two LIDAR speed detection systems.
D. Approval of Reimbursement to Westridge Preserve, LLC in the amount of $179,582.92 for the Kile Street Water Line, per the Development Agreement approved on May 14, 2019 - City Contract 2019-226. Funding is available in the Water Fund.

The Council believes that it should go back to Planning and Zoning.
One public comment had to do with the fire safety of the neighborhood.
Don Olsen is speaking next, but he is withholding his comments since it is being sent to P&Z.
Another comment: My recommendation is to vote 'No'.
The developer is now speaking. He is showing images of what they want to do.
The vote is 6-1 to send it back to P&Z. Jim Lamerson voted against the measure.
B. Adoption of Ordinance No. 2019-1684, authorizing debt issuance through the Water Infrastructure Finance Authority of Arizona (WIFA) for the intermediate pumping station, and declaring an emergency.
Motion passes unanimously.
C. Approval of purchase for three (3) ea. 2020 marked patrol vehicles from Courtesy Chevrolet using State of Arizona Law Enforcement Contract ADSPO17-166120 pricing in the amount of $209,127.56 (City Contract No. 2020-044). Funding is available in the FY20 General Fund.
D. Approval to purchase a FARO 3D laser crime scene and accident scene imager from Faro Technologies in the amount of $70,925.43 utilizing General Services Administration contract GS-07F-1097GA (City Contract No. 2020-046). Funding is available in the Police Department budget.
Takes laser images and photos at the same time, provides 3D environment.
This would be much faster to process.
It would be mostly for major crimes, and crash scene investigation. Additionally, it can be used for pre-event security planning.
Crash scene investigation can be done quite a bit faster, too.
Gives a better perspective, and it will also provide better conviction rates.
